Yesterday's announcement from last.fm staff tells us users outside US, UK and Germany will soon have to pay 3€ per month for being able to listen to their radio.

From one of the comments:
it was pretty cool being a part of this, but being in a country like Venezuela and having to pay for something that is free in the US, UK and Germany doesn’t feel quite right.
